Hiring Agreement

Please read before completing the hire agreement for your event.

  1. During the hire period, the HIRER shall be responsible for all aspects of the hall including its safety from damage and care of its contents including:
  • The prevention of behaviour which could be construed as a public nuisance
  • Ensuring events for young persons are adequately supervised, including compliance with The Children’s Acts 1989 & 2004, by seeing that only fit and proper persons have access to children and the Safeguarding Provisions are enforced..
  • Ensuring compliance with the relevant Health & Safety Acts
  • Users of the Event observe all policies and safety notices
  • Returning the hall and the adjacent area to a clean and tidy state
  • Turning off all appliances and lights on vacating the premises and leaving the Centre locked securely
  1. All breakages and damage to the premises during the hire period are the responsibility of the HIRER and must be paid for. Additional cleaning required will be charged at a minimum of £30 and will be shown on the invoice as a deposit.
  2. The HIRER shall only use the hall for the purpose described in the hiring agreement and shall not sub-let the hall or use it for any unlawful purposes including contravening the Licensing, Betting, Gaming and Lottery laws, health and safety regulations, and Local Authority and Fire Service regulations.
  3. FOOD SAFETY & HYGIENE: Use of the Kitchen or kitchenette · NO GLASS must be taken into either room and Users are responsible for ensuring that they comply with all food safety standards and laws and that at least one person holds, as a minimum, a current Basic Food Hygiene Certificate.

The kitchen or kitchenette must be cleaned thoroughly after use, including all equipment, and any food left must be removed, after use.

  1. The HIRER is responsible for meeting the interests of local residents by ensuring: quiet arrival and departure, that any noise emanating from the building complies with the provisions of the Environmental Protection Act 1990 and that the event concludes at the agreed time, or by 12 midnight (23.00 Sundays), whichever is the earlier.
  2. CAPACITY: The HIRER is responsible for ensuring that there are no more people in the building than the maximum capacity displayed at any one time, to comply with the hall’s public entertainments license.
  1. The HIRER is responsible for essential hall safety and compliance with all notices. This includes ensuring that fire escape doors and all passage ways are kept clear and that no fire hazards or highly flammable materials and substances are brought onto the premises.
  2. All electrical appliances brought onto the premises by the HIRER must be safe, CE (LDV) approved and PAT tested. Electrical appliances used by the Centre are checked at least annually and Hirers must not use any equipment unless they have been passed as competent to do so
  3. The HIRER and attendants must know how to call the Fire Brigade, where fire extinguishers are located and how to use them, and how to evacuate the hall. The Fire Brigade must be called in the event of any fire, however slight, and full details must be supplied to the committee. SEE In Case of Fire notices
  4. The front car park is included in the hire of the hall for the period rented, subject to available space. The safety of the vehicles and contents are the Hirers responsibility, not the responsibility of the Trustees. Any defects in the car park must be notified to the Trustees
  5. FIRE RISKS: There is a no smoking policy that applies throughout the premises, as prescribed by law, and this must be enforced to prevent the activation of smoke alarm detectors, and the fire alarm. No fireworks, candles, or any other forms of naked flames or inflammable or smoke device (whether open or in an enclosed container) must be used, or permitted to be used, within any part of the building.
  6. ALCOHOL – the Sale of Alcohol is not permitted by the current Premises License for the Centre and a Temporary Events Notice (T.E.N.) must be applied for from Somerset Licensing Department and must be in place prior to your event.

The Trustees of Wiveliscombe Community Centre reserve the right to refuse any inappropriate hiring request; to have sight of any required documents pertaining to the hire including Temporary Events Notices and terminate any hire agreement if the Terms and Conditions are not adhered to.

HIRERS also need to be aware that any pre booked hire may be cancelled or postponed at short notice if the time and date is needed for public elections, emergency use or other official business.
